Genesis block index number

On the Coda network, we use a value of 1 for the index of the genesis block (and not zero). For some reason, I was thinking we needed to present the genesis block as having an index of 0 for the purposes of Rosetta spec compliance, but I can’t find any documentation that expressly demands this, and rosetta-cli check:data seems to allow this.

Is it acceptable to present the genesis block at index=1?
